California needs 300.000 Notaries for a California population of 35,000,000 residents.

Currently, 210,000 Commissioned Notaries are employed and serving a 4-year term of office.

Every person appointed as a notary public shall:

Be 18 years of age or older (there is no maximum age set by statute)
Be a legal California resident . The applicant is not required to be a Citizen of the United States.
Complete a course of study approved by the Secretary of State. Every notary public applicant must complete a six-hour approved course of study prior to being appointed by the Secretary of State as a Commissioned notary public.
Satisfactorily complete and pass a written examination prescribed by the Secretary of State.
Clear a fingerprint background check

NOTARY PUBLIC CANDIDATE INFORMATION

Frequency of Testing: Candidates can test ONLY once per calendar month. If the exam is taken more than once in a calendar month, the second score will be invalid and any fees paid will be forfeited.

Reappointments: Candidates applying for reappointment are not encouraged to test more then twelve months in advance of the commission expiration.

Result Notification: Results from your Notary Public Examination will be sent 15 business days following the exam. Result information will not be discussed over the phone. A SCORE OF 70 IS PASSING.

Candidates passing the examination: All persons appointed as a Notary Public are required to undergo a background check by the California Department of Justice and the Federal Bureau of Investigation for each and every Notary Public Appointment. The Request for Live Scan Service form is available on the Secretary of State website at www.sos.ca.gov/business/notary/

When retaking the exam, please submit:

Fail notification letter (if applicable),

Completed notary public application form,

The original Proof of Completion from your education class.

2" x 2" color passport photograph of yourself,

A check, cashiers check, or money order for $20.00 made payable to the Secretary of State.

Commission: Notary Public commissions are issued from the Secretary of State’s Office, Notary Public Section.

Fees: Each candidate must have a separate check or money order. Receipts are available upon request at the test site. CASH CANNOT BE ACCEPTED.

Fees are to be paid by check or money order only made payable to the SECRETARY OF STATE, according to the following fee schedule:

New applicants and Reappointments: $40.00
Applicants who have previously taken the exam and failed: $20.00

Register to complete a State Approved Education Class offered by the California School of Notary Public by calling (714) 841-9923.
Register for the State Examination located in your area by going to http://www.cps.ca.gov/TakeATest/Notary/
Take the State Proctored Examination.
Submit Fingerprints for background check.
The commission from the Secretary of State, Notary Public Section will be mailed to you.
You may now purchase your notary public kit with all the items required by all practicing California State notaries.
File your notary public oath & bond with the County Recorder's Office.
Congratulations!!, you are now a Notary Public and a California State Public Official appointed to your office by Secretary of State Debra Bowen for a 4 year term of office.
